But, to perform landing in a poor weather condition airport must be equipped with some systems to. Also, for this situations, airports have some special rules. In addition, pilots must be trained on simulator for this condition and must have permission from government.

pilots manage to land in poor weather conditions because modern aircraft have special onboard systems, like autoland capabilities, and the airports are equipped and certified for such conditions. So depending on the category of the weather conditions, they can safely perform the landing.
